Regional Household Hazardous
Waste Round-Ups A Huge Success
In September and October, residents of the RDCK and
RDCK Municipalities safely disposed of approximately
26,965 liters of hazardous liquids at fve HHW round-up
events held in Castlegar, Creston, Kaslo, Nakusp, and Nel-
son. Other miscellaneous items such as fre extinguish-
ers, mercury, lead and compressed gas cylinders totaling
2,987 kg were also collected at the events.
An additional 8,335 liters of paint, 1,034 kg of batteries,
4,800 kg of electronic waste and 821 kg of electrical ap
pliances were collected at no charge to the RDCK by the
Product Stewards.
“Te results demonstrate that the residents of the
RDCK and Municipalities want to do the right thing and
dispose of hazardous materials safely. All the events were
very well attended and we are pleased with the volume
of materials that were collected.” said Uli Wolf, General
Manager of Environmental Services. Te results strongly
demonstrate that improved services for Product Steward-
ship Programs is needed in the region.

Many common household products are toxic and can
damage the environment if tossed in the garbage or
fushed down the drain. Some materials collected at the
round-up events like paint and electronics are recycled,
while other hazardous materials are safely disposed of.

1. Climate Change
Human Caused or Otherwise
Tis fall has seen a whirlwind of
activity that does not appear to be
slowing down in Area D and beyond.
During a twenty-four hour period on
June 19th and 20th we had the third
highest rainfall since records were
frst kept in the early 1900s, except
it all came down in a day and not
over the entire month. Only 2005,
2012 and one other year had higher
precipitation for the month of June.
As a consequence I have been made
aware of future food potential on at
least 7 creeks and have been working
with residents on 4 to obtain approval
for them to do repair work in and
around the stream under Section 9 of
the Water Act.
To date residents on Campbell,
Schroeder, Fletcher and Keen
Creeks have received permission to
undertake remedial work as a means
to prevent future food damage, and
I am continuing to hold discussions
with various agencies concerning
Cooper Creek.
While I, as Director for Area D,
have had some success persuading
the provincial government that
food prevention work is preferable
to spending hundreds of thousands
of $ cleaning up afer a food, never
mind the personal heartbreak of
loss, potential injury and death, the
government has still not seen ft to
fnancially assist in helping prevent
fooding.
In addition I have been working
with Kaslo and District Community
Forest Society in helping them obtain
funding from Disaster Financial
Assistance for stream monitoring
stations that were lost during the
2013 freshet event, and in fnding
longer term funding to keep the
program operating.
Given the extreme weather related
events over the last two years I believe
it is essential that we have a robust
stream monitoring program in Area
D so we can determine how stream
fows are changing.
And on August 12, 2013 I wrote
to Julie Castonguay at Forest Land
and Natural Resource Operations
indicating that any proposed change
to Visual Quality retention rates in
the Kootenay Lake Timber Supply
Area must be accompanied by an
appropriate hydrological assessment
of timing and fow, potential quality
alterations and potential landslide
confgurations in the creeks of Area
D. Tis is especially important in
those drainages used for domestic
and commercial water and/or those
above pre-existing subdivisions,
hamlets and unincorporated
communities.
As I toured the various creeks to
review damage and potential future
impacts from fooding with residents
of Area D, a growing concern
emerged for me that we could run out
of money to fx freshet infrastructure
problems if we do not at the same
time address future use of fossil fuels.
If, as the the United Nations
International Panel on Climate
Change states, human induced
climate change is now 99% certain,
then we must as a society develop
a much more robust program to
reduce carbon emissions or else run
the risk of being unable to maintain
community infrastructure, our
economy and the very social fabric
upon which civilization rests.
Alarmist? Well, archaeological
history is full of examples of lost
civilizations that were, for whatever
reason, unable to adjust to climate
change – so we would not be the frst
to fail.

3. UBCM AGM and Small Water
System Working Group
In September I chaired three early
morning panel discussions at the
Union of BC Municipalities AGM
on Local Food Systems, how to
promote citizen participation in local
government decision making, and the
third on the legal liabilities that face
elected local government ofcials.
As reported elsewhere I was also part
of a Village of Kaslo delegation that
met with the IHA and the Minister
of Health over Kaslo’s ongoing
doctor shortage and reduced health
care services. Subsequently I am
part of the team that is trying to
negotiate a framework agreement
for fnding solutions. Tis includes
involving the Rural Coordinating
Centre of BC – an organization set
up by the provincial government
and the British Columbia Medical
Association to assist rural
communities with health care crises.
I was also part of an RDCK
delegation that met with the Minister
of Health to advise that the Gar
Creek Water Users Association, in
Johnson’s Landing, had successfully
negotiated an agreement in principle
for use of Point-of-Use and Point-
of-Entry treatment devices, which
involved transferring responsibility
for maintaining and providing
potable water from the water
system/purveyor to the individual
homeowner, as allowed for under the
current Drinking Water Protection
Regulation and Act.
Previously, for about twenty
years in fact, various health care
professionals and the IHA were
reluctant to approve options that
involved individual homeowners
being responsible for their own
water treatment. Given that many
very small water systems in the
West Kootenay, and across BC, are
not legally constituted as a single
purveyor, but more ofen exist
informally as a loose collection of
family, friends and neighbours, it is
hoped that Point-of-Entry and/or
Point-of-Use will give homeowners
the ability to provide themselves with
an afordable water treatment option.
In early October I used the
example of the Gar Creek Water
Users Association agreement,
ratifed by the members of the
system in late September, as a living
example to be used in the drafing
of a province-wide recommendation
to the Minister of Health and
Cabinet between the Union of BC
Municipalities, Ministry of Health,
the Health Authorities, Water Rights
Branch/Water Comptrollers ofce,

gridlock at the negotiation table
inside the Small Water System
Working Group, I have a faint
glimmer of hope that the right of
individual homeowners on small
water systems to determine water
treatment options that are afordable,
might fnally be ofcially recognized.
I was also part of an RDCK
delegation, at the UBCM AGM, that
met with the Minister responsible for
expanding and improving rural and
remote internet service for residences
and businesses.
4. Recycling
In September the RDCK Board
advised Multi-Materials BC (MMBC)
that it would not continue the current
recycling program beyond May 2014
and that for a variety of reasons
it would not sign up to MMBC’s
incentive program either. Among
other things, the requirement to fence
and staf all existing recycling depots
would cost RDCK taxpayers another
$700,000 in capital expenditures alone.
As a consequence, and based on
similar sentiments from a majority
of local governments around BC, I
moved an amendment at the UBCM
Board meeting to a special resolution
being prepared for the membership
at the AGM, that MMBC must
be required to continue recycling
programs previously developed by
local governments in remote and
rural BC.
Once on the foor of the AGM, I
then moved a second amendment
requiring the UBCM Executive to
create a negotiating committee to
work with MMBC and the provincial
government to ensure that the
transition to MMBC taking over
recycling and expanding to include
all packaging take place smoothly.
Tat Committee has now been
formed and Chair Rob Gay from the
East Kootenay Regional District is one
of 8 members on the Committee who
met for the frst time on October 16th.
5. Smart Meter Opt Out Programs
I am currently registered as
intervenor in both the FortisBC and BC
Hydro hearings before the BC Utilities
Commission, trying to ensure that
any smart meter opt out programs are
not punitive and/or discriminatory, in
terms of cost to low income and health
challenged customers of these two
utilities.
6. 2014 Budget Deliberations
Begin
On October 24th the Kaslo and
Area Recreation, Facilities and
Parks Service Commission met
to discuss the 2014 budget. With
the exception of some additional
capital expenditures at the Lardeau
Valley Community Centre and
Johnson’s Landing Hall, all involved
recommended that allocations
remain at or be slightly below the
2013 budget.
Hopefully the RDCK Board will be
able to hold the line on expenditures
for all district-wide services as well,
except where it is agreed to continue
expanding the level of the service
being ofered.

to provide business owners with a fresh, professional per-
spective on their business health and information about

Te Whole School’s Exciting
Fundraising Progress
As the seasons change and we all bustle to get ready for
the winter, the parents, students and staf of Te Whole
School are still busy working hard to reach their up-
coming “Build a Legacy” fundraising goal. To date these
dedicated folks have already raised over $27,000 towards
the down payment needed to buy their school building.
Over $16,000 of these funds represent the huge eforts of
parents through garage sales, bakes sales and charitable
community donations. Te remaining amount represents
the generous community response from last spring’s Area
H - CBT Community Initiatives meeting and a signif-
cant contribution from the RDCK Community Develop-
ment Fund. While we are proud of our success so far, we
are committed to achieving our goal of $55,000 by next
spring. To this end, we are asking the community for their
continued support of upcoming events.
Everyone at the school is getting excited for our up-
coming annual Blue Moon Cofee House being held Sat-
urday, December 14 at the Passmore Hall. Come join us
for a scrumptious dinner, decadent treats and great even-
ing of delightful music while you fnd those unique gifs
amongst our beautiful holiday silent auction items.
We had a super successful 15th Annual Turkey Fund-
raiser again this fall thanks to the many community folks
who bought their delicious Tanksgiving turkeys through
us (there are still 9 turkeys looking for good homes if you

Auditions For Rent In Nelson
Elephant Mountain Music Teatre will be holding au-
ditions for their inaugural production, Jonathan Larson’s
Tony and Pulitzer prize-winning musical Rent.
Based on the opera La Boheme, and set in the gritty
Alphabet City neighbourhood of New York City circa
1989, Rent tells the story of a group of friends and art-
ists struggling to fnd life and creative expression amongst
poverty, gentrifcation, homophobia, addiction, and the
rising threat of HIV/AIDS. Rent is a rousing rock musical,
with operatic tear-jerking moments, and a score that runs
the musical gamut from rock & roll to tango, R&B, pop
and moving ballads.

Armstrong, as well as new addition Julie Jonson-Murray.
All three are theatre professionals committed to a high
level of performance and professionalism, while main-
taining a community spirit, and giving performers from
the region a chance to perform ambitious repertoire that
Kootenay audiences may not get to see otherwise.
Singers are asked to prepare a song from, or in the style
of the show (rock musical/rock opera). Please bring sheet
music or a karaoke CD to the audition, or be prepared
to sing a cappella. Tere is no age limit to the audition,
but we are specifcally looking for actors 18+ (and there
are no roles for children). Tere will be a maximum of
14 singers in the ensemble, so competition will be ferce!
Auditions will be held at the First Baptist Church (611
5th Street) in Nelson on Sunday, November 17 from 2 to
8 pm and Monday, November 18 from 6 to 10 pm. To

Assistance Program
Society (KAAP)
You will not find a sweeter, gentler dog than Kara. She will be 13 years old
in December, but still has so much life to live and love to give. KAAP rescued
her after her person passed away, and there was nobody willing to take her
on. She had no future.
From the moment she came in to KAAP, she fit in seamlessly with her foster
family which includes adults, kids and small dogs. She loves moderate walks,
swims, car-rides, and mostly hanging out on her comfy sofa.
Kara has been vet-checked and is in good health, although arthritis does tend
to slow her down a bit. KAAP is looking to place Kara in a forever retirement
home where she will receive the care and attention she so richly deserves.
There is no adoption fee for Kara. To the perfect adopter, KAAP would consider
providing support for Kara’s ongoing care.

Light Shine In cont’d from pg 38
Our second task was to replace the old stove. Tis is
where divine intervention occurred. Te Kaslo and Area
Arena contacted KAYC to ofer a stove and fridge that
were in good working order for KAYC. Tis was an of-
fer KAYC couldn’t refuse, and as a result we had an extra
$450 with which we could frame in the windows.
Our third task was to install new windows. Tanks to
Gord at Kaslo Glass, the youth center is looking incredibly
beautiful from the outside and brightly inviting on the in-
side. Tere was one minor stumbling block that had to be
addressed. Te 12 inch gap between the extra thick exter-
ior log wall and the very thin forged wall on the inside.
Phillip Trotter came to the rescue with his skilled hands
and volunteered his time to creatively frame the windows.

KAYC is currently running a Girls Group, for girls 12-
18 years old, on Wednesdays from 3:30-6 pm. Tey cook,
do art, talk and support each other as well as engage in fun
activities. KAYC is now open for Saturday Night Drop Ins,
6-10 pm for the month of November. For more informa-
tion call Liz at 250-353-7753.
Youth and community members are invited to attend
the KAYC Annual General Meeting (AGM) on November
13 at 6 pm. To book KAYC for community events, work-
shops or classes contact Mike Moeller at 250-353-9617
KAYC will be hosting a Community Open House
in celebration of the upgrades, keep your eyes and ears
peeled for date and time.
